<p>Having spent years working for Liberty Mutual in the 1990s -- part of it for Gary Gregg, who heads the Agency Markets unit that will manage Safeco -- I know that this deal may well be the largest in its history. Safeco sells $5.9 billion in insurance policies a year, while Liberty booked annual premiums of $20.2 billion. Safeco has posted poor earnings and its stock has tumbled recently. <em><a href="http://www.bloomberg.com/apps/news?pid=20601087&amp;sid=aJUglNpoFSoE&amp;refer=home">Bloomberg News</a></em> reports that Safeco's auto unit posted a loss at the end of 2007 because of rising medical claims and repair costs, leading to a 33% decline in fourth-quarter profit and a 19% decline in its stock in 2008 before this morning's announcement.</p>
<p>It looks like there will be more consolidation in the personal lines property casualty industry. Seventy one percent of analysts tracking insurers of homes, cars and businesses expect a "significant increase" in mergers in 2008, according to an <strong><a href="http://finance.aol.com/quotes/accenture-ltd-bermuda/acn/nys">Accenture</a></strong> (NYSE: <a href="http://finance.aol.com/quotes/accenture-ltd-bermuda/acn/nys">ACN</a>) report based on 108 stock analysts in December and January. Candidates for acquisition could include <strong><a href="http://finance.aol.com/quotes/the-progressive-corporation/pgr/nys">Progressive Corp.</a></strong> (NYSE: <a href="http://finance.aol.com/quotes/the-progressive-corporation/pgr/nys">PGR</a>), <strong><a href="http://finance.aol.com/quotes/mercury-general-corporation/mcy/nys">Mercury General</a></strong> (NYSE: <a href="http://finance.aol.com/quotes/mercury-general-corporation/mcy/nys">MCY</a>), <strong><a href="http://finance.aol.com/quotes/hanover-insurance-group-inc-the/thg/nys">The Hanover Insurance Group</a></strong> (NYSE: <a href="http://finance.aol.com/quotes/hanover-insurance-group-inc-the/thg/nys">THG</a>), and <strong><a href="http://finance.aol.com/quotes/commerce-group-inc-mass/cgi/nys">The Commerce Group</a></strong> (NYSE: <a href="http://finance.aol.com/quotes/commerce-group-inc-mass/cgi/nys">CGI</a>).</p>

However, PGR posted earnings of 35 cents per share, exceeding analysts' estimates for a quarterly profit 29 cents per share. If you think that the stock won't fall by too much in the coming months, then now could be a good time to look at a bullish hedged trade on PGR.</p>
<p>After hitting a one-year high of $25.16 in June, the stock hit a one-year low of $15.00 in March. PGR opened this morning at $16.70. So far today the stock has hit a low of $16.70 and a high of $17.39. As of 12:25, PGR is trading at $17.25, up $0.65 (3.9%). The chart for PGR looks bearish and steady while <a href="http://www.iotogo.com/spoutlookonline" target="_blank">S&amp;P</a> gives PGR a neutral 3 STARS (out of 5) hold rating. </p>
<p>For a bullish hedged play on this stock, I would consider an August <a href="http://www.iotogo.com/HSCS" target="_blank">bull-put credit spread</a> below the $15 range. A bull-put credit spread is an options position that combines the purchase and sale of put options to hedge risk in case the stock doesn't do what you think but still leverage nice returns. For this particular trade, we will make a 16.3% return in just four months as long as PGR is above $15 at August expiration. Progressive would have to fall by more than 27% before we would start to lose money. This trade could be risky if the stock continues on its downward trend, but even if that happens, that position could be protected by support the stock might find just above $15, where it bottomed out over the past month. </p>

The first reason I'm doing that is because I can. The second reason I'm doing it is because Mr. Soros will never read it. The third reason is because I have the ability to understand insurance actuary tables and I can read the writing on the wall.<br /><br />Is anyone out there willing to take a guess at exactly why George Soros, <a href="http://finance.aol.com/quotes/the-progressive-corporation/pgr/nys">Progressive Insurance</a> (NYSE: <a href="http://finance.aol.com/quotes/the-progressive-corporation/pgr/nys">PGR</a>), and most of the rest of the auto insurance industry is so highly motivated to promote the green movement? Do you think it's because they want more trees available for the little birdies to sing in? Is it because someone said we're running a couple quarts low on oil? Could it be that they fear "green house gases" will soon choke us all? Nope, it's about none of those things. It all comes down to percentages, money, and control.<br /><a href="http://a-place-to-stand.blogspot.com/2007/11/soros-privatisation-of-ministry-of.html">George Soros and his gang</a>, kind of gave it away recently when <a href="http://www.bloggingstocks.com/2007/11/12/progressive-insurance-adds-pets-to-auto-policies/">Progressive Insurance announced the availability of insurance protection for pets in automobiles.</a> The announcement was colored as a promotional move to entice new customers. I just about busted a gut when I heard about it. The fact of the matter is that insurance actuary tables reveal that by percentage, autos with pets riding in them have fewer and less destructive collisions than automobiles without pets in them. George Soros doesn't give a rat's patootie about your pet. It's all about his own bottom line. In fact, if those same actuary tables showed beyond a doubt that natural blondes had fewer auto collisions than the rest of us, hair color would be a determining factor in calculating your insurance premium and natural blonds would get preferred rates. It's that simple.<br /> <br /> So how does this relate to the green movement and auto insurance industry wealth? That answer is simpler to deduce than the pet scenario was. Auto insurers are beginning to sing a tune which promotes carpooling. They say they want you to be concerned about your planet. What they don't want you to consider is the fact that for every day you get a ride to work with someone from your office, you cut the insurance company's risk factor in half.<br /> <br /> Think about it gang. You pay auto insurance premiums based on vehicle value, driving record, locale, and term. The only time miles driven factor into the equation is if your miles driven are excessive. If you get a ride to work from a coworker half the days that you work, does your insurance carrier reduce your premium expense by half? I don't think so.<br /><br />The next time you talk to your insurance agent tell them that you plan on cutting your amount of driving in half. Tell them that you would like a discount based on your reduced need for coverage and see what your agent says. In the mean time I would suggest watching <a href="http://bluestarchronicles.com/2007/09/22/about-george-soros/">George Soros and his investments</a> very closely. The guy has an edge. If Progressive saved you money, you were able to get a policy right then and there. If other providers were cheaper for the same coverage, Progressive would tell that to you also.<br /><br />The company's brand is pretty strong in auto insurance due to the emphasis it places on "empowering the consumer" above all else. Who needs expensive auto insurance, right? Like many companies, though, it must constantly work to differentiate itself. In its latest twist on selling insurance, the company is now offering <a href="http://money.aol.com/news/articles/_a/progressive-adds-pets-to-auto-policies/20071112064209990001">auto insurance coverage for your beloved pet</a> while he or she is riding in the car with you.
<p>The total amount spent on pets in the U.S. is staggering -- $40 billion and climbing. That amount would make any bean counter salivate, and Progressive's bean counters are no different. With 150 million pets in this country, why not seize a piece of that action with coverage for that special pet? Where others saw insanity, Progressive saw a huge market opportunity. </p><p>The wrinkle: there is no additional cost (probably due to risk tables and other stats) for the collision coverage for your pet, and there is $500 compensation should your pet be hurt or die as the result of a vehicle accident. Will this buy some huge PR for Progressive for virtually no benefit given to customers? Might as well get the bad news all out on the table so shareholders know what they are dealing with. One has to admire the CEO's honesty. </p>
<p>Progressive Corp. of Ohio is an insurance company that writes policies for personal and commercial drivers, as well as policies for motorcycles and personal watercraft for recreational use. Consumers might recognize Progressive from its commercials in which it provides a potential customer not only with its own rates but also the rates of competitors and admits that sometimes Progressive is not the cheapest but does provide superior claims service. Turns out, lots of customers really do want the cheapest coverage possible. </p>
<p>Thus, Progressive's net income declined 29% in the second quarter because the company wrote fewer policies and had to discount premium prices on policies it did write. CEO Renwick believes most of the discounting has already been done and he looks for premiums to rise although Progressive remains very sensitive to price comparisons with its competitors.</p><p>Progressive has increased its advertizing spending going forward and is in the midst of a concerted effort "to grow as fast as possible," according to Renwick, Simply put, Progresive wants to increase the number of its customers and has delayed premium increases to focus on longer-term customer growth. The strategy seems to be working, with new business growth recorded in 32 states.</p>
<p> Progresive is also shifting more resources to Internet sales, the company's fastest growing segment. Internet direct to consumer personal automobile policies are up 5% by volume from 2Q 2006. New business growth overall is up more than 2% for the first half of 2007. Where else can you <a href="http://news.aol.com/topnews/articles/_a/judge-pants-cleaner-lawsuit/20070612164509990001">sue</a> the dry cleaners for $54 million because they lost your <a href="http://www.hickeyfreeman.com/">Hickey Freeman</a> pants. You think I am joking; but this is a case of life being stranger than fiction. A Washington DC judge (who in my opinion should know better) is suing a dry cleaners that lost his pair of pants.</p>
<p>For a moment last week my trust in the American legal system began to fail as Paris Hilton, heiress of <a href="http://finance.aol.com/quotes/hilton-hotels-corporation/hlt/nys?tabs=quotesandnews">Hilton Hotels</a> (NYSE: <a href="http://finance.aol.com/quotes/hilton-hotels-corporation/hlt/nys?tabs=quotesandnews">HLT</a>) fortune, spent a heart-wrenching three days in jail before being released by the sheriff for "medical reasons." Then suddenly my faith was restored as the judge sent her back to jail.</p>
<p>Well it didn't last long. It seems this week a pair of lost pants is worth crying over -- and $54 million. I guess America is land of the free and home of too many lawyers. Maybe this is why I respect Vice President Cheney: I mean, we all talk about the problem with lawyers, but at least he shot one.</p><p>No, really. There must be some investment opportunities here -- although you'll want to be careful so you don't lose your shirt. <a href="http://finance.aol.com/quotes/hartmarx-corporation/hmx/nys?tabs=quotesandnews">Hartmarx Corp</a> (NYSE: <a href="http://finance.aol.com/quotes/hartmarx-corporation/hmx/nys?tabs=quotesandnews">HMX</a>) makes the Hickey Freeman brand suits. They must be really good if they are worth $54 million a piece. Although actually it was just the pants that were lost, which would suggest, using logical reasoning, that the pants with accompanying coat would be worth $108 million. Is there a discount if you buy the whole three pieces? Maybe Paris would be interested in this kind of bling.<br /></p>
<p><a href="http://finance.aol.com/quotes/hertz-global-holdings-inc/htz/nys?tabs=quotesandnews">Hertz</a> (NYSE: <a href="http://finance.aol.com/quotes/hertz-global-holdings-inc/htz/nys?tabs=quotesandnews">HTZ</a>) and <a href="http://finance.aol.com/quotes/avis-budget-group-inc/car/nys?tabs=quotesandnews">Avis</a> (NYSE: <a href="http://finance.aol.com/quotes/avis-budget-group-inc/car/nys?tabs=quotesandnews">CAR</a>) were looking like really good opportunities, but then Plaintiff Roy Pearson dropped the car rental (to drive to the next town to another dry cleaners) from the lawsuit. It was a $67 million dollar law suit at that time.</p>
<p>Maybe we just need to give everyone more Prozac, which is made by <a href="http://finance.aol.com/quotes/eli-lilly-and-company/lly/nys?tabs=quotesandnews">Eli Lilly &amp; Co.</a> (NYSE: <a href="http://finance.aol.com/quotes/eli-lilly-and-company/lly/nys?tabs=quotesandnews">LLY</a>).</p>
<p>The real winners here are of course the lawyers and insurance companies. This could be really great advertising to sell more insurance. <a href="http://finance.aol.com/quotes/the-allstate-corporation/all/nys?tabs=quotesandnews">AllState</a> (NYSE: <a href="http://finance.aol.com/quotes/the-allstate-corporation/all/nys?tabs=quotesandnews">ALL</a>) and <a href="http://finance.aol.com/quotes/the-progressive-corporation/pgr/nys?tabs=quotesandnews">Progressive</a> (NYSE: <a href="http://finance.aol.com/quotes/the-progressive-corporation/pgr/nys?tabs=quotesandnews">PGR</a>) are two of the biggest, but there's also <a href="http://finance.aol.com/quotes/american-international-group-inc/aig/nys?tabs=quotesandnews">American International Group</a> (NYSE:<a href="http://finance.aol.com/quotes/american-international-group-inc/aig/nys?tabs=quotesandnews"> AIG</a>), <a href="http://finance.aol.com/quotes/aflac-incorporated/afl/nys?tabs=quotesandnews">Aflac</a> (NYSE: <a href="http://finance.aol.com/quotes/aflac-incorporated/afl/nys?tabs=quotesandnews">AFL</a>) and <a href="http://finance.aol.com/quotes/the-travelers-companies-inc/trv/nys?tabs=quotesandnews">Travelers Group</a> (NYSE: <a href="http://finance.aol.com/quotes/the-travelers-companies-inc/trv/nys?tabs=quotesandnews">TRV</a>).</p>

First of all, the company has to be both<strong> big </strong>and a <strong>good value</strong> -- no 80x P/E multiples for Warren. It has to be a <strong>relatively simple</strong> business (I'm thinking nanotech is out), have a <strong>good management </strong>team and <strong>no dark and dirty secrets </strong>(so sub-prime lenders are probably off the list). Finally, the company should have <strong>solid, long-term competitive advantages</strong>.<br /><br /><a href="http://www.bloggingstocks.com/2007/05/09/serious-money-buffett-should-buy-these-5-companies/">Sheldon Liber suggests a couple</a> that might make the grade: <a href="http://finance.aol.com/quotes/the-allstate-corporation/all/nys"><strong>Allstate Corp.</strong></a> (NYSE: <a href="http://finance.aol.com/quotes/the-allstate-corporation/all/nys"> ALL</a>), the insurance company, which at about $38 billion in market capitalization and a 7.8x P/E ratio fits both the "big" and "cheap" qualifiers. Plus, we all know that Warren Buffett loves insurance companies, and given its retail approach, it's not much of a competitor with longterm portfolio company GEICO. <a href="http://finance.aol.com/quotes/emerson-electric-co/emr/nys" style=""><strong>Emerson Electric</strong></a> (NYSE: <a href="http://finance.aol.com/quotes/emerson-electric-co/emr/nys">EMR</a>) also seems a good candidate with its $37 billion market cap and 19x P/E ratio -- but is it simple enough? Its business is, according to Hoover's, making "a host of electrical, electromechanical, and electronic products, many of which are used to control gases, liquids, and electricity." Hmmm.<br /><br />When <a href="http://www.bloggingstocks.com/2007/05/09/should-warren-buffett-assist-a-ge-break-up-by-buying-ge-plastics/">Gary Sattler suggests</a> Warren might buy <strong><a href="http://finance.aol.com/quotes/general-electric-company/ge/nys">General Electric Co.</a></strong> (NYSE: <a href="http://finance.aol.com/quotes/general-electric-company/ge/nys">GE</a>)'s plastics division, it's a good concept (simple, well-managed) but the price is way too low at around $10-12 billion. A commenter, however, brings up a good replacement in <strong><a href="http://finance.aol.com/quotes/lowe-s-companies-inc/low/nys">Lowe's Companies Inc.</a></strong> (NYSE: <a href="http://finance.aol.com/quotes/lowe-s-companies-inc/low/nys">LOW</a>); it has a $47 billion market cap and a reasonable P/E ratio of 15.5x. What's more, it has none of the bad-management baggage of competitor <a href="http://finance.aol.com/quotes/the-home-depot-inc/hd/nys" style="">Home Depot Inc.</a> (NYSE: <a href="http://finance.aol.com/quotes/the-home-depot-inc/hd/nys">HD</a>). Does it have a "moat," though? I suppose that's a question for Warren. He does own some of each company, meaning that he's already emotionally invested in the sector (a plus) although it's obvious from our near-tie in the <a href="http://www.bloggingstocks.com/2007/04/14/home-depot-vs-lowes-battle-of-the-brands/">Battle of the Brands</a> that neither holds a substantial consumer-facing edge competitively.<p>What else could be in Warren Buffett's little black book? <a href="http://www.bloggingstocks.com/2007/05/09/what-can-buffett-buy/">Doug McIntyre wonders</a> about the newspaper industry, although none of them are nearly large enough, and finally settles on a leveraged transaction involving <a href="http://finance.aol.com/quotes/pepsico-inc/pep/nys"><span style="font-weight: bold;">PepsiCo, Inc.</span> </a>(NYSE: <a href="http://finance.aol.com/quotes/pepsico-inc/pep/nys">PEP</a>). At over $100 billion in market capitalization, it's too big, and there<span style="font-style: italic;"> is </span>the problem of Buffett's lifetime love affair with the more-expensive <a href="http://finance.aol.com/quotes/the-coca-cola-company/ko/nys">Coca-Cola Co.</a> (NYSE: <a href="http://finance.aol.com/quotes/the-coca-cola-company/ko/nys">KO</a>). I doubt there's any argument that could convince Buffett that buying Pepsi (great management team aside) that leveraging himself would make sense.<br /><br /><a href="http://www.bloggingstocks.com/2007/05/07/should-warren-buffett-spend-20-billion-on-pgr/">Peter Cohan adds his opinion</a> to an oft-repeated speculation, that Buffett might buy GEICO competitor <a style="font-weight: bold;" href="http://finance.aol.com/quotes/the-progressive-corporation/pgr/nys">Progressive Corp.</a><span style="font-weight: bold;"> </span>(NYSE: <a href="http://finance.aol.com/quotes/the-progressive-corporation/pgr/nys">PGR</a>). Peter likes its leadership in the homeowner's insurance industry, and notes that aging chairman Peter Lewis may be interested in selling.</p>
So, what do<span style="font-style: italic;"> I</span> think Buffett might buy? I've discarded ideas like <a href="http://finance.aol.com/quotes/valero-energy-corporation/vlo/nys">Valero Energy</a> (NYSE: <a href="http://finance.aol.com/quotes/valero-energy-corporation/vlo/nys">VLO</a>) (way, way too expensive) and <a href="http://finance.aol.com/quotes/lehman-brothers-holdings-inc/leh/nys">Lehman Brothers Holdings Inc.</a> (NYSE: <a href="http://finance.aol.com/quotes/lehman-brothers-holdings-inc/leh/nys">LEH</a>) (just a little too expensive) and Ikea International (too little, I think, although it's privately held). I've finally decided I like <a href="http://finance.aol.com/quotes/target-corporation/tgt/nys">Target Corp.</a> (NYSE: <a href="http://finance.aol.com/quotes/target-corporation/tgt/nys">TGT</a>) -- just the right size with a $50 billion market cap, a P/E ratio of 18x is only a little expensive, and the company has a clear competitive advantage with its stylish product lines and low prices.
